Disability Rating System: Plans To Be Introduced In June As Pilot Project

Plans underway to issue registry card for Persons with Disabilities and to establish Disability Rating System. The Department of Rehabilitation under the Ministry of Social Welfare, Relief and Resettlement is going to undertake for the tasks starting coming June. Htet Akary Kyaw has more.

Starting from June of this year, the Disability rating system and PWDs’ registration will be carried out at Yangon and Bago Regions and Kayin State as a pilot experiment.

State and region level committees have been formed to take care of registration processes, and the National Committee on the Rights of Persons with Disabilities, formed in 2017, will be granting registry cards for PWDs.

Director, Department of Social Welfare (Yangon Region), Dr. Kaythi Kyaw said “Department of Social Welfare used to be responsible for the tasks related to persons with disabilities. A new department - Department of Rehabilitation was established in January, 2018 to mainly focus on those tasks. However, the Department of Rehabilitation office for Yangon Region hasn’t been set up yet. So, the Department of Social Welfare is taking care of PWDs within the region for now.”

The Rights of Persons with Disabilities Law, 2015 described that PWDs can apply for registration in accordance with the specification in order to be recognized as persons with disabilities with their consent to enjoy the rights of this law.

The Director General of the Department will be assigned as the Chief Official of registration, and the social workers in States and Regions will have to carry out registration processes in accordance with the law.

Director, Department of Social Welfare (Yangon Region), Dr. Kaythi Kyaw said “Disability rating system and PWDs’ registration is essential for successful rehabilitation process and for creating job opportunities. Workshops concerning the project were held in Nay Pyi Taw and there are plans to form working groups for medical examination, recommendation and Disability Rating System. Only PWDs or their family members who are willing to apply for registration will get. We won’t try to force every PWD to get registered.”

According to the 2014 census, persons with disabilities accounts for over 2.3 million people which is 4.6% of the country’s total population.

Currently, there are 5 schools and centers for persons with disabilities in Yangon Region.
