







The Central Committee for Counter-Terrorism held a meeting (2025) at the Arindama Hall of the Myanmar Police Force Headquarters in Nay Pyi Taw on December 29. At the meeting, the Chairman of the Central Committee for Counter-Terrorism and Union Minister for Home Affairs, Lt-Gen Tun Tun Naung, stated that terrorism is evolving into various forms alongside political, social, and technological changes.
According to the Global Terrorism Index (GTI) report, the forms of terrorism are shifting from traditional methods to high-tech hybrid models. Non-State Actors around the world are increasingly using drones. Within the country, terrorist organizations are using drone technology to attack civilian targets and destroy infrastructure, and are increasingly using the cyber domain for propaganda and fundraising.
Terrorist groups worldwide raise funds through illegal channels, including drug trafficking and human trafficking. The drug trafficking operations of the terrorist AA group are expanding and involve smuggling chemical precursors for drug production, manufacturing drugs, storing and transporting them, distributing them domestically, and coordinating for export, all in collaboration with international drug cartels.
Approximately 70% of the profits from drug trafficking are used to purchase weapons and ammunition. They are also found to be connected with international arms smuggling syndicates, engaging in transnational crimes such as money laundering and human trafficking, including exchanging weapons and ammunition for stimulant tablets.
Terrorism, arms smuggling, drug trafficking, money laundering, and human trafficking are interconnected. According to international and regional trends in 2025, terrorist groups primarily obtain funds for their operational expenses and weapon purchases from drug trafficking. In counter-terrorism, international cooperation is essential.
We are actively cooperating with INTERPOL and ASEANAPOL regarding domestic and international terrorists and terrorist groups, among other remarks. Furthermore, regarding operational activities, current terrorist incidents, matters requiring documentation, matters requiring confirmation, and issues related to the National Counter-Terrorism Strategy, the Central Committee Secretary, the Chief of Myanmar Police Force, Central Committee members, and the chairpersons of working committees and working groups presented and discussed according to their respective sectors.
The Chairman of the Central Committee concluded by giving directives on necessary actions and follow-up procedures, after which the meeting was concluded, it is reported.
