Capacity Building: Training To Enhance Electoral Capacity

Training to enhance electoral capacity was held in Nay Pyi Taw on Wednesday.

The International Institute for Democracy and Electoral Assistance (IDEA) supported the training through EU funded Step Democracy Programme.

The training manual contains 11 modules, and it will be conducted to 300 trainees from the electoral staff from respective sub-commissions of the Townships, Districts, Regions and States in three separate times.

Media and Communication Consultant, International IDEA, Han Su Tin said “We invited the staffs from the Election Sub-commissions from the Regions and States for the trainings. Each training will last for three days from 13th to 15th, 19th to 21st and 26th to 28th of this month. Each training will have 100 trainees with a total of 300.”

50 trainers including the director level and above from the UEC office will provide training. After completion the TOT training session, all the participants will have to perform as trainers for the new election sub-commission members to assist them to better understand the legal framework, electoral guidelines and manuals.

Director-General, Union Election Commission Office, Khin Maung Oo said “The training aims to promote the capacity of election staff from Sub-commissions for successful holding of 2020 General Elections. In the electoral process, it is very important to have perfect and accurate voters' list. So, we designate the year 2019 for collecting voters list, and carry out the tasks in cooperation with the General Administration Department, Immigration Department, and the different levels of sub-commissions by drafting the plan. We have completed compiling the voters list in mid October. We will keep on updating the list since there might be moving out or moving in and the fatality.”

It is learnt that 2,640 new sub-commission members will have electoral capacity enhancement after the subsequent cascade training.
