




The opening ceremony of the Basic Training Course No (2), on International Law and ASEAN Legal Affairs was held at the ground floor meeting room of the Ministry of Legal Affairs at 9:30 AM on Monday, and the Union Minister and Attorney-General of the Union Dr. Thida Oo addressed the opening speech.
At the ceremony, the Union Minister and Attorney-General of the Union said that this training course is intended to share and disseminate the basic knowledge of International Law and ASEAN Legal Affairs in accordance with the guidance of Chairman of the State Administration Council, as the trainees are from various Ministries, it is hoped that they will be able to share their experience and knowledge; the purpose of this training course is to facilitate the smooth running of inter-ministerial cooperation when requesting legal advices to this Ministry in respect of signing and ratification of international agreements, conventions, ASEAN and regional agreements (Multilateral Treaty), or signing MoU, MoA that are concluded with foreign countries, international organizations and non-governmental organizations before signing these agreements, "Providing Qualified Legal Advice" is one of the goals in the strategic plan (2020-2024) of the Ministry of Legal Affairs; in order to implement this goal we aim to coordinate with the relevant organizations; this training is a basic training, however, it is a ToT model (Training of Trainers) for trainers who can share their experience and knowledge acquired from this training to their departments: we will continue to proceed the advanced course, the Ministry of Legal Affairs is responsible for tendering legal advice to the Union Level Organizations on matters relating to memorandums of understanding, memorandums of agreements, local and foreign investment instruments and other instruments under subsection (1) of section 12 of the Attorney General of the Union Law.
The duration of this training is 5 days and the trainers will discuss and share the knowledge on the basic rules relating to international law, United Nations Charter, ASEAN Charter, convention bilateral treaty, international human rights conventions and Universal Periodic Review (UPR Process), and besides, the trainees will have to do practical exercise of Mou and MoA signed by the Ministries from the legal point of view.
