Announcement as terrorist group: ULA/AA announced again as terrorist group

The Central Committee for Counter Terrorism of the Republic of the Union of Myanmar issued an announcement as a terrorist group again after removing the withdrawing of an announcement as a terrorist group with notification No (2/2024) on September 2, 2024.

The full text of the notification is as following. The Central Committee for Counter Terrorism exercising the authority under the Counter Terrorism Law Sections 6, subsection (e), and Section-72, subsection (b), with the agreement of the Union Government, has issued this notification.

The Central Committee for Counter Terrorism had previously designated the United League of Arakan (ULA)/Arakan Army (AA) as a terrorist group by the notification No. (1/2020)dated March 23rd, 2020. However, in accordance with the five point-roadmap and (9) objectives established by the State Administration Council, the group was removed from the list of terrorist organizations by the notification No. (1/2021)dated March 11, 2021, to facilitate the establishment of lasting peace throughout the country.

At present, the United League of Arakan (ULA)/Arakan Army (AA) has committed acts of terrorism under the Counter Terrorism Law. These include severe damage to public infrastructure, such as roads and bridges, by planting mines and destroying electrical towers, as well as attacking populated areas with heavy weapons, dropping bombs, killing innocent civilians, forcibly recruiting people, and destroying state-owned buildings, vehicles, machinery, and supplies.

Additionally, they have continued to commit acts of terrorism within the country.Therefore, the withdrawing the designation of the group as a terrorist organization by the notification No. (1/2021) dated March 11, 2021, is revoked and the group is hereby designated as a terrorist organization once again. The notification is signed by the Chairman of the Central Committee for Counter Terrorism.
