Amyotha Hluttaw Session : 3rd Amyotha Hluttaw’s 1st day of 3rd regular session held

The first day of the third regular session of the Third Amyotha Hluttaw was held at 10 a.m. on September 22 at the Amyotha Hluttaw Meeting Hall in Nay Pyi Taw, with 197 of the 209 eligible Hluttaw representatives in attendance.

First, Tatmadaw Amyotha Hluttaw representatives-elect who had not yet taken their oath of office took the oath and signed the oath documents. The Speaker of the Amyotha Hluttaw then delivered opening remarks.

According to the agenda, the question-and-answer session commenced with the questions including Daw Ma Lar San , Amyotha Hluttaw representative No. 2 from Shan State, asked whether there were plans to give priority to posting education staff to basic education schools in their respective places of origin when promoting, transferring and assigning them, and whether there were plans to fill vacancies at rural schools where there are shortages of teachers by assigning local teachers.

U Soe Kyi, Amyotha Hluttaw representative No. 11 from Tanintharyi Region, asked whether there were plans to pave with concrete the 820-foot-long deteriorated earth road at Basic Education High School No. 9 on Thu Kha (3rd) Street, Aung Mingalar Ward, Myeik Taung Village Tract, Myeik Township, Tanintharyi Region, and to construct the 819-foot-long school compound brick walls that have collapsed and deteriorated, including the remaining sections that have yet to be constructed. He also asked, if there were such plans, within what period the work would be undertaken.

U Nyan Tun, Amyotha Hluttaw representative No. 9 from Tanintharyi Region, asked whether there were plans to demolish the dangerous single-storey Nguwar Building, measuring 120 feet in length 30 feet in width and 12 feet in height, at Basic Education High School No. 2 in Myeik, and construct a new three-storey RCC school building measuring 140 feet in length and 30 feet in width, with approval and budget allocation in the 2026-2027 or 2027-2028 financial year.

U Soe Min Sam ဦးစိုးမင်းစမ်း, Amyotha Hluttaw representative No. 9 from Mon State, asked whether the Mya Nanda School Building at Kin Ywa Basic Education High School in Kin Ywa Village, Bilin Township, Kyaikto District, Mon State, which is 29 years old and has seriously deteriorated, could be demolished and replaced with a new school building, and, if so, whether its construction could be included in the earliest possible budget.

Daw Kyawt Yin Win, Amyotha Hluttaw representative No. 3 from Sagaing Region, asked whether there were plans to authorize the demolition of two single-storey school buildings at Kalewa Basic Education High School in Kalewa ကလေးဝ and one two-storey school building at Basic Education Middle School Branch No. 1, as the buildings have deteriorated and become unsafe, and to replace them with a 170-foot by 30-foot by 25-foot two-storey RCC school building and a 100-foot by 30-foot by 22-foot two-storey RCC school building. She also asked, if such plans existed, when the construction work would be undertaken.

U Zaw Win Thant, Amyotha Hluttaw representative No. 4 from Yangon Region, asked whether strict orders and directives had been issued prohibiting students from using mobile phones during school hours at basic education schools in order to protect students and young people from the risks associated with mobile phone use; whether specific instructions had been issued on the action to be taken against those who violate the prohibition; and whether steps had been taken to draft online legislation for the protection of children.

A total of six questions, were raised, and Deputy Minister for Education U Nay Myo Hlaing responded to the questions.
